Description

An exciting opportunity is available within Angus Council’s Digital Enablement and IT Service to help deliver the Council’s IT / Applications Strategy. Expertise is needed to improve Council service delivery by integration of core business systems using middleware (FME), APIs and other similar technologies. The focus will be improvements in system integration and redesign / automation of existing manual processes.

The role will require expertise and knowledge of system integration tools and core business systems. Experience in local government preferred with business analyst and project management skills a plus.

Based at Angus House, Orchardbank Business Park, Forfar.

This job is temporary for up to 15 months from date of appointment.

Internal and external applications on a secondment basis will be considered. You must have the approval of your line manager / organisation.

Duties

  • Contribute to analysis design development and support of the council’s core applications services to provide fit for purpose automated end to end digital services
  • Design, develop and support the IT Applications Strategy with emphasis on system integration of existing core business systems such as Integra (Finance), Eclipse (Social Work), SEEMiS (Education) and NEC (Housing). 
  • Assist with the business analysis, specification, design, implementation and support of integration tools to enhance the support capability of the IT service. 
  • Use of middleware (FME), APIs and other similar tools for integration purposes. 
  • Provide technical advice and support for the on-going management of the council’s core business systems and integration thereof. 
  • Contribute to the IT Applications Strategy, assisting in the identification and implementation of integration services where necessary.
  • Adhere to service operational procedures and policies, as defined within the ITIL (Information Technology Infrastructure Library) framework
  • Assist with the design and transition of relevant ITIL services.
  • Adhere to agree service request procedures.
  • Follow PRINCE2 project and Agile development methodologies as adopted by the IT Service, on appropriately allocated activities and projects.
  • Maintain a sound knowledge of the requirements of professional and other codes of practice in so far as they are relevant to the duties of the post and ensure compliance with the same.
  • Represent the IT Service in internal and external working groups as necessary.
  • Assist with the development and support of core business systems as directed by the relevant project boards.
  • Assist in the technical guidance of colleagues as and when required.
  • To comply with all data protection law in the processing of personal, and special categories of personal data, in line with the council’s full privacy statement and service privacy notices.

Essential criteria

  • HND or equivalent qualification in an IT discipline plus relevant IT experience, or considerable relevant IT experience.
  • Willingness to undertake mandatory information governance training.
  • Understanding of data formats, with experience of import, export and manipulation
  • Understanding and experience of working with middleware (FME), APIs and web services
  • Experience of back office systems integration
  • Experience of different databases and using SQL to import and extract data
  • Experience of using a range of development and data management tools
  • Ability to translate high level business requirements and processes into technical solutions
  • An understanding of customer-focused, accessible and responsive design
  • Ability to develop in an iterative manner through agile project methods
  • Experience of producing quality documentation to support developments
  • Experience of designing and running comprehensive test plans and supporting UAT
  • An ability to communicate technical concepts and solution designs to non-technical customers
  • An ability to pick up new technologies or solutions quickly and with minimal supervision
  • Self-motivated. Ability to take ownership of own tasks and projects, and, ability to deliver these with minimal supervision
  • Ability to use own judgement and experience to make decisions based on operational risk
  • Ability to challenge existing working practices to contribute to improved service delivery and efficiency
  • Ability to adapt to change and to contribute to innovation within an organisation
  • Customer focused. Ability to see issues from the customer’s perspective and use this to inform solutions
  • Ability to work out-with normal office hours/weekends as required.

  • Experience of local government IT systems such as: Integra, Civica APP/Workflow, ResourceLink, Northgate Housing/Revs & Bens, iDox Uniform/EDRMS, OLM CareFirst/Eclipse, SEEMIS
