Description

Based at Angus House, Orchardbank Business Park, Forfar.

Duties

  • Assist in the day to day operational control of the waste management function.
  • Monitor the waste management function and make appropriate recommendations for improvement.
  • Deputise for the Team Leader – Waste Operations as required.
  • Assist in managing the department’s waste management operations functions to ensure these services are delivered to the specified quality while meeting legislative, financial and all other department targets.  
  • Assist in developing and implementing detailed procedures and strategies to ensure the effective and efficient operation of the Waste Operations function in accordance with the department’s and Council's statement of aims and objectives.  
  • Assist in the purchase of services and materials within the approved Council/ departmental financial and budget controls.
  • Assist in the preparation of financial budgets and manage elements of same.  
  • Organise team briefings, depot meetings, ‘toolbox talks’ and ensure that there are good, well established and effective lines of communication with the workforce at all levels in place.
  • Implement and monitor the application of the Council’s and department’s safety policies and procedures.  
  • Contribute to the preparation of reports and attend meetings as required.  
  • Assist in collecting information for relevant performance indicators and benchmarking groups.  
  • Maintain knowledge of operational and legislative developments in the waste management industry.  
  • Carry out as appropriate training needs analysis in respect of staff managed and assist in updating departmental training plan for the waste management operations function.   
  • Arrange for training needs to be met and monitor the outcome.
  • Assist in ensuring that sufficient suitably trained and qualified staff are available to fulfil the department’s contractual, financial, and strategic requirements.
  • Assist in attendance management, disciplinary and other personnel related matters in line with Council procedures.  
  • Ensure that all infrastructure and welfare facilities relevant to the functional remit of the post are maintained to a safe, serviceable standard.  
  • Monitor and investigate claims of avoidable damage, taking appropriate action.  
  • Monitor and investigate insurance claims, providing appropriate reports.
  • Assist with transport and fleet management and compliance with EU Drivers Hours Rules.  
  • Deal with planning consultations relating to functional remit of the post.  
  • Provide direct supervision where frontline supervision is depleted through annual leave, sickness, etc. This may include the daily deployment of waste collection and street cleaning resources.  
  • Authorise the temporary suspension of waste collection and street cleaning services during emergency situations.  
  • To comply with all data protection law in the processing of personal, and special categories of personal data, in line with the council’s full privacy statement and service privacy notices.  
  • To comply with data protection law in the management of employees in line with the human resources data protection policy and employee privacy notice.

Essential criteria

  • HNC in management or equivalent or relevant managerial experience
  • Willingness to undertake mandatory information governance training
  • Experience of managing staff

Desirable criteria

  • HNC in waste management or equivalent
  • NEBOSH certificate level qualification in Health & Safety
  • Full, membership of Chartered Institute of Wastes Management (CIWM)
  • Chartered, Member or Associate membership of Chartered Management Institute (CMI)
  • Knowledge of the waste management industry
  • Knowledge of Fleet Management
  • Knowledge of EU Drivers Hours
