Based at Angus House, Orchardbank Business Park, Forfar.


  • Assist in managing the Housing Division’s processes for disposing of small areas of ground surplus to divisional requirements  
  • Ensure that all relevant information in regard to applications is correctly entered into the Northgate database.  
  • Monitor the progress of applications against target times, including liaising with other departments and external agencies.  
  • Manage the preparation of deed plans by external architects to ensure they are available to all parties to the sale when required, and update and maintain the database of these.  
  • Carry out adjustments to deed plans in AutoCad format as required and ensure all deed plans can be properly recorded through the land registry.  
  • Prepare statistical and other performance monitoring reports.  
  • Liaise with owner occupiers and tenants involved in housing improvement projects  
  • Carry out site inspections of stock improvement works and liaise with property staff to ensure work is carried out as agreed.  
  • Prepare descriptions of owner occupiers’ financial contributions and instruct Minutes of Agreement to be prepared by the Legal Section.  
  • Liaise with the council’s valuers and the planning department to ensure all potential uses for ground are checked to maximise the return on the sale and prepare Committee Reports as required.  
  • Deal with queries from external legal agents regarding ownership of ground, valuations, boundaries and restrictions of titles.  
  • Advise on repairs procedures in mixed tenure housing and prepare guidance for CHT staff.  
  • Manage the seeking of contributions from owner-occupiers for their share of improvements as appropriate.

Essential criteria

  • HND or SCQF 8 in a relevant subject
  • Willingness to undertake mandatory information governance training
  • Knowledge of energy efficiency, Energy Performance Certificates, HECA, Fuel Poverty and other environmental issues
  • Experience of preparing housing policy documents, reports, and information leaflets
  • Experience of project management and site inspections
  • Experience of carrying out client interviews in a sensitive and tactful manner in a home/office environment
  • Good knowledge of the Scottish Housing Quality Standard and EESSH
  • Excellent IT skills
  • Experience of liaising with other departments and external agencies
  • Good oral communication skills
    Good written communication skills
  • Ability to work on own initiative
  • A flexible working attitude
    Ability to work as part of a team
  • Full, current driving licence
  • Access to a vehicle
  • Prepared to work, on occasion, outwith normal working hours

Desirable criteria

  • Qualification in a construction or housing related subject
  • Experience of the Northgate Housing Management system
  • Experience of producing statistical and other performance reports
  • Good negotiation and mediation skills
  • Knowledge of adaptation works for persons with a disability
